How to Place An Order For Services

For orders under $2,500:
  • Prepare a Statement of Work and place the order directly with for the services that best meet your needs.

For orders over $2,500:
  • Prepare a statement of work for one or more of the services provided by PBS under this contract.
  • Develop a government cost estimate.
  • Review available information from at least three contractors including price lists and qualifications information. This information is available through the GSA Advantage! online shopping service (http://www.gsa.gov/Portal/gsa/ep/contentView.do?contentType=GSA_OVERVIEW&contentId=10126). This review may be sufficient to meet the competition requirements for acquiring services (check with your contracting officer). If further competition is needed, the scope can be forwarded to other consultants as described below.
  • Send the request for Proposals/Quotes to PBS Engineering + Environmental and a minimum of two other GSA pre-qualified contractors.
  • Review and evaluate Proposals/Quotes returned within a timely manner.
  • Select a “Best-Value” contractor to receive the order. Your Contracting Officer will issue a contract directed to the selected contractor using their GSA contract number.

The Service Contract Act (SCA) is applicable to this contract and it includes SCA applicable labor categories. The prices for the indicated SCA labor categories are based on the U.S. Department of Labor Wage Determination Number(s) identified in the matrix. The prices offered are based on the preponderance of where work is performed and should the contractor perform in an area with lower SCA rates, resulting in lower wages being paid, the task order prices will be discounted accordingly.
